2019 Global Cross-border E-commerce Conference opens in Chengdu

Hinterland city welcomes another boom of cross-border E-commerce.

13 cross-border E-commerce projects worth RMB3.0 billion signed.

In the current worldwide cross-border trade tide, Chengdu, relying on its outstanding position as an international aviation and railway hub as well as its advantages in port services, is becoming an important place for cross-border E-commerce. How can the hinterland city of Chengdu be enabled to grasp the opportunity to “link with the world?” The answer to the question was provided by the 2019 Global Cross-border E-commerce Conference held in Chengdu and directed by Sichuan Provincial Commercial Department and Chengdu Municipal People’s Government and sponsored by Chengdu Municipal Commercial Bureau. 

Themed “ecology enables city, Chengdu links with the world,” the conference attracted executives from domestic cross-border E-commerce giants including Tmall, kaola.com and seller.dhgate.com as well as foreign major E-commerce platforms like Lazada, Jumia and Wish. It also brought together industrial scholars and directors of Foreign Trade Department and Chengdu Representative Office of the Ministry of Commerce. Noteworthy, 12 enterprises including ebay, seller.dhgate.com and meetsocial.cn signed a project cooperation package amounting to nearly RMB3.0 billion.

Grasping opportunities: the trade volume doubles for three consecutive years, making Chengdu an industrial cluster for cross-border E-commerce development in western China.

In 2018, Chengdu’s cross-border E-commerce trade volume exceeded RMB11 billion, up 120% year on year, maintaining a robust and rapid growth. It was the third consecutive year for the company to record more than 100% growth since the approval of China (Chengdu) Cross-border E-commerce Comprehensive Pilot Zone in 2016. As one of China’s pilot zones, Chengdu’s cross-border E-commerce has showcased a robust development trend.

In fact, the rapid development of Chengdu’s cross-border E-commerce is traceable. In terms of trade conditions, Chengdu boasts excellent logistics conditions and enjoys preference in development. “situated at the joint of the Yangtze River Economic Belt and Silk Road Economic Belt, Sichuan will form an opening-up layout featuring interconnected land and maritime development as well as east-west mutual assistance with the further implementation of the Chengdu-Europe strategy and the ground breakthrough of Chengdu No. 2 International Airport,” said Yang Chunxuan, Grade A Inspector of Sichuan Provincial Commercial Department, at the conference.

 

In addition to its geological location, Chengdu also features manufacturing advantages, with ability to provide a steady supply of goods to sellers. Yang therefore, underscored the importance of industrial basis. By 2022, Sichuan will generally set up a competitive 5+1 modern industrial system, i.e., an industry system made up of five pillar industries with annual revenue above a trillion RMB, and digital economy. “Meanwhile, with the approval and development of free trade pilot zones and cross-border E-commerce pilot zones, Sichuan will have a huge growth potential in customs clearance, tax refund for export, finance and logistics services, which can significantly boost the development of cross-border E-commerce. Moreover, the province’s enormous population dividends will be the consumption market for cross-border E-commerce.”

How can Chengdu clarify its city positioning and grasp the cross-border E-commerce’s development direction? With the conference as an opportunity and ecological sphere construction as the directive, Chengdu will accelerate the construction of global E-commerce service resource center, boost worldwide high-quality industrial resources to pool in the city, create a clustering effect, and take the lead in western regions to speed up the cross-border E-commerce development, said Liao Chengzhen, vice secretary-general and director of the General Office of Chengdu Municipal People’s Government. “We’ll intensify service support, set up good communication and cooperation platforms with the Cross-border E-commerce Service Resource Center as a typical one, and build high-quality business environment for market entities’ cross-border E-commerce development.”

Improving cities’ awareness of cross-border E-commerce through professional exchanges

As the saying goes, “If there is no benefit, none is willing to get up early”. Numerous domestic cities are vigorously developing cross-border E-commerce, but what specific benefits can it bring to them? Obviously, in addition to visible tariff revenue and employment increase, it is vital to invisibly motivate market consumption.

The biggest challenge facing the cities today is how to develop cross-border E-commerce. A careful analysis shows that cross-border E-commerce is first conducive to the increase of goods throughput, that is, the expansion of trade. Furthermore, it can promote innovation and start-up, and deeply drive the development of related service sectors. The different cognitive levels of cities on the cross-border E-commerce directly lead to the different priorities of the development in the industry. Based on the conference’s theme, “ecology enables city, Chengdu links with the world,” followed by the keynote speech by seller.dhgate.com’s founder and CEO Wang Shutong on “Believing in the Power of Free Trade”, many representatives of enterprises and scholars shared their cutting-edge views and suggestions on the development of the industry from five aspects —New First-tier Consumption Market, Large Platforms Enabling Industrial Upgrading, Exemplary Brands Going Global , Overall Service Resources and New Ecology of Cross-border E-commerce.

In terms of “New First-tier Consumption Market”, Wei Chen, Deputy General Manager of Import and Export Business Department of Tmall, You Zhongming, Vice President of kaola.com and Director of Strategic Institute, kaola.com and Li Kui, Senior Director of International Business Department of pinduoduo.com, gave keynote speeches respectively on “Rebuilding the Relationship of Global Consumers, Goods and Goods Yards While Incubating More Small and Medium-sized Brands”, “Global Factory Stores and Western China’s Cross-border Consumption Upgrading”, and “pinduoduo.com’s Logic in the Development of  Cross-border E-commerce”.  Concerning the “Large Platforms Enabling Industrial Upgrading”, Gou Shasha, General Manager of Lazada Cross-border E-commerce Division and Keefe Wang, Asia-Pacific President of Jumia shared their views on “Expanding Cross-border E-commerce into Southeast Asia” and “New Opportunities Brought by Newly Listed Jumia for Chinese Brands”.

Based on “Exemplary Brands Going Global”, Min Nong, Vice President of Puppy Electronic Appliances Co. Ltd, delivered a speech on “Methodology of Chinese Brands Going Global in Cross-border E-commerce. Centering on “Overall Service Resources”, Mai Mai, Chief Product Designer of Youzan, Wang Wei, CEO of yb2b.com, and Sun Jianwei, Founder of Micang Supply Chain Group exchanged their insights on how to establish E-commerce platform, independent E-commerce site and E-commerce supply chain as well as continuously improve the quality of cross-border E-commerce ecology.

From the perspective of “New Ecology of Cross-border E-commerce”, the representatives from Chengdu International Aviation Hub Comprehensive Functional Zone, Jinniu District, Qingyang District and Qingbaijiang District conducted an in-depth introduction and promotion of the resources for the development of cross-border E-commerce industry in Chengdu based on their own advantages and features. The exchange meeting on “Cross-border E-commerce Ecology in the Opening-up Highland of Western China” was chaired by Zheng Min. CEO of Ebrun, Su Feng, CEO of a-amall, Lin Shihao, CEO of All Joy, Luo Ting, Partner and CMO of GIMI, Wang Yao, CEO of Meross, and Yao Zhengyi, Secretary General of Chengdu Cross-border E-commerce Association participated.

Chengdu becomes the permanent site of APEC Cross-border E-commerce Summit for Small and Medium-sized Enterprises

Along with Tmall, kaola.com and other leading domestic cross-border E-commerce enterprises, representatives of foreign major E-commerce platforms such as Lazada and Wish attended the conference held in Chengdu, in a bid to look for opportunities in Chengdu.

Noteworthy, the highlight of the conference was in the Chengdu Cross-border E-commerce Project Signing Ceremony, a total of 13 projects worthy RMB 3 billion were signed. Among them, Chengdu Municipal Commercial Bureau and Ebay entered into a memorandum of strategic cooperation. Leveraging on their advantages, they teamed up to develop Chengdu into a cross-border E-commerce center city, a move that is expected to drive the development of southwestern China as well as the entire country, by combining related service center, operation center, logistics center, R&D center, innovation and entrepreneurship center as well as talent base.

Specifically, seller.dhgate.com and Aviation Economic Bureau of Shuangliu District also reached an agreement to jointly develop APEC Cross-border E-commerce Summit for Small and Medium-sized Enterprises into the top-class event of its similar kind and sustain it in Chengdu. Chengdu Xinbotai Group pledged to launch a cross-border E-commerce project in Longquanyi District at a cost of RMB 2.8 billion. After completion and operation, the project is expected to reach the annual output value of less than RMB 5 billion, with its annual tax revenue expected to hit at least RMB 300 million. meetsocial.cn on the other hand pledged to establish its cross-border marketing digital headquarters in Qingbaijiang District while entering Chengdu Cross-border E-commerce Service Resource Center.

Zhou Lizhi, Chief Economist of Chengdu Municipal Commercial Bureau, said, “in view of obviously growing consumption upgrading of the western regions of China represented by Chengdu, it’s a good opportunity for us to facilitate cross-border E-commerce. We hope to partner with more local high-quality enterprises to embrace a brighter future while becoming the top optional destination of domestic and foreign enterprises to develop cross-border E-commerce.”  In order to promote the local cross-border E-commerce ecology, Zhou noted that Chengdu will continue to play its pioneering role in the cross-border E-commerce comprehensive pilot zones; work to form new competitive advantages in its Global Cross-border E-commerce Service Resource Center based on the actual industrial development as well as exploration and innovation; inject new vitality for the high-quality development of foreign trade; and provide successful experience with its own characteristics for the development of the national cross-border E-commerce comprehensive pilot zones. He suggested, “We will strive to pool together more cross-border E-commerce service resources to build a top-class industrial ecology by 2020. At that time, we will witness more than RMB 40 billion of cross-border E-commerce trading volume, successful application of cross-border E-commerce into more than 3,000 traditional entity enterprises, more than 10,000 cross-border E-commerce service enterprises, and more than 100,000 innovation and entrepreneurship talents.”
